There's just something sexy about this image. Maybe because she's half covered, half exposed. We're used to seeing women topless; at least, it's nearly publicly acceptable. Their are topless beaches in Europe. An exposed breast in a movie can still have an R rating. But no pants? A thatch of pubic hair? That's just downright erotic.
Or maybe it's the fact that she's totally kicked back, not looking at the camera,eyes closed, but smiling, inviting. Maybe the sexuality is more implied? You be the judge.
